Environmental Law

The Institute of Public Law (IPL) has been assisting state and local government in the development of environmental regulatory programs since 1986.

Working for the New Mexico Environment Department in developing the agency’s underground storage tank regulatory program, IPL wrote regulations, staffed a regulation negotiating team, studied financial responsibility options, and conducted the first statewide Underground Storage Tank regulatory conference in the country.

Over the years IPL has completed a number of projects focusing on the protection of groundwater resources in the Albuquerque-Bernalillo County area. Our staff recently assisted the Utton Center for Transboundary Resources and the Office of the State Engineer in conducting a comprehensive review of statutory schemes for governing water and wastewater systems in New Mexico.



Environmental Law Projects

Groundwater Protection Policy
The City of Albuquerque together with Bernalillo County asked IPL to do a legal analysis of their pending Groundwater Protection Policy and Action Plan. Ultimately, IPL developed the ordinance creating the Groundwater Protection Advisory Board and a joint powers agreement reflecting the two governments' ongoing efforts to protect water quality.
Tank Notes
Under contract with NMED, we produced Tank Notes, a newsletter known for using accessible language and a sense of humor to communicate complex technical and regulatory information to the regulated community
White Paper on Water and Wastewater Alternatives
The IPL was selected, based on its impartial, non-partisan approach to issues, to assist a City of Albuquerque-Bernalillo County effort to identify water and wastewater alternatives for the Southwest Valley, culminating in a report as well as a white paper for the congressional delegation.
