Governmental Law

The Institute of Public Law (IPL) promotes excellence in government by researching and drafting laws and regulations, analyzing law and policy, and educating public officials on law and ethics. We have established long-standing working relationships with many governmental entities.

Governmental Law Projects

Environmental Public Health Tracking
IPL evaluated the extent to which state government has authority to collect health and environmental surveillance data for creation of an environmental public health tracking system. The system would provide an important link between hazardous environmental exposures and human health effects.
Government Ethics Training
IPL provided ethics training for local government officials, the New Mexico Mortgage Finance Authority and the New Mexico Human Rights Commission.
Judicial Rules Committees
The New Mexico Supreme Court retained IPL to staff a number of its rules committees before taking that function in-house.
Municipal Charter Development
The City of Santa Fe called on IPL attorneys to research and draft potential provisions for their first home rule charter.
Rules
For state regulatory agencies, IPL produced complete revisions and recompilations of Motor Carrier rules, Public Utility rules, Title Insurance rules, and Insurance rules. We drafted original Ignition Interlock and DWI, Driver education, and Driving Safety School rules for the State Traffic Safety Bureau.
Statuatory Drafting
IPL analyzed the state Motor Vehicle Code for inconsistencies and duplications, and drafted proposed clarifying amendments for the Taxation and Revenue Department. IPL also researched and drafted revisions to the state Motor Carrier Act for the Public Regulation Commission.
